The Skill Manual is used to upgrade a fleet’s normal skill, active skill and flagship skill. After being upgraded, a fleet’s skills can cause more damages. The Skill Manuals can be got from Guard Oil Field.

Dear commander, yes... so you might have to use many skill manuals to upgrade a skill.

Dear commander, each level may need different number of skill manuals. The higher level you reach, the harder for you to level up (which means more skill manuals to use). If you are lucky enough, you may use only 1 (or 2 as skill level get higher) skill manual(s) to level up; however, usually we do not have such luck. When a skill manual fails to level up your skill, it may give you some mastery. When you get enough mastery it can guarantee you level up the skill.
