level function when do refresh in shop

Hye..can i know what the function of the level when we do refresh in shop..do it effect the rate to succesful refine? Apreciate it if someone can tell me..

The equips the shop offers is based on the level your character. At present, the purple ones are highest in shop. Did I fully understand your meaning? If wrong, please correct me. Thanks.

I think he's referring to the level in shop.
He's asking if it affects the successful rate of refining.

the higher the level is, the probability for good equip will be higher
