How do I get all my lvl 5 skills on my PKylin item To match?

I have 2 the same Both at lvl 5 but the third is different!

I hv refine on my equip more fhan 30 times by free refine and avance refine cant get equip lv5???
im not lucky ?or everything very hard for low vip becauses im only vip2????
