Gong Bu hidden troops 4 stars

I played cotk from september 2014,
just only to question from GM, i have a free suit dragon and devine suit, but can use because i dont have 4 stars Bujing Troops, I already more than 20 combine bujing, but just only get immu, attack , harm, tactic, and bloc. Soo where is Gong bu Troops??? dont said answer is probility,
Or maybe GM a lock Gong bu troops for a low VIP Member???
Please , need answer for GM, if Gong bu troops already have been looked by system because i am low vip member, So i dont waste my refine, and try to refine another equipped.

Iwan, it took me about 10 months of refine until I got troops on horse. Now I refine sword and horse to get troops but last month pretty NOTHING, not even different hidden skill.

Patience man, i spent months looking for just 1 immu robe.
Surely if u wanna get it faster u can always spend gold
