This is only my personal opinion. In game like this, using of bots or clones are unavoidable. No matter how GM try to stop this, there will be player who will use bots or clones (i.e. using retired player ID, or unbalance server that make weaker country has no other choice to use bots or clones to stop stronger country).
The only way is to LIMIT the number of player of each country until the population balance, i.e. if WEI has 500 ID, SHU has 400 ID and WU has 300 ID. First step is of course GM has to clear out all those bots, then GM has to determine the population limit of each country. Let say 500. Then WEI will not able to create new ID until SHU or WU reached 500 ID. As I said before, this will not stop the use of bots or clones, BUT at least it will limit the bots or clones population.
I once proposed this suggestion few months ago, and GM said how about with new player who want to play in older server or player from new server who wants to learn from older server? Well, actually it will be very rare if a new player want to play in older server, and if yes, then the new player has to choose a country with lesser population in the older server. If the new player REALLY REALLY want to play in a specific country in older server which already full population, then this new player can PM or contact GM. GM then can make analysis or decision on case by case basis. Or if player from new server want to learn from older server, well actually this player can choose from S1 to S44 and can choose from any country, to learn from their senior player. GM reasons didn't make any sense at all.
Well, again, this is just my personal opinion
