city glitch

i had played this game a month ago, but i found a glitch, when i want to attack a city named Wuyang, it's a fog battle.  I had played this game a month ago, the first time i thought that my level is too low so i've waited until level 60s. the problem is i can't tap to this place, so is there any solutions to solve this bug? i am at server 1
