Your trinket work need to be Lv.4 for special skill (4th slot).

Blue, I tot lvl3 work is for lantern. So lvl2 work shld work with slotted. N the special skill shld appear if all attributes are full

you need trinket work lvl 4 for special skill to activated

Bluefire is right. When your workshop is higher Lv.4, super trinket with full attributes gets special skill.
