City Chenggu in Shu area cannot be deceived in the same way empty city strategy cannot be used there.
Please, fix this bug.

if u want to deceive the city, you have to make sure 1. the city is your city instead of your area. 2. the city is not city terrain.

I know. Strategies don't work in Chenggu after both requirements are met.
Test it and fix please, its been like that for ages.
