Shu is very strong; in fact, they have twice as many active/strong players as Wei and Wu combined. Thanks a lot for the suggestion. In this game, if a country is strong at the beginning, it will most likely remain strong for long time. The only way to get out of this is to merge. But there seems no protocol established to study the legitimacy of a merge request.
