Is ther changing sytem about Siege

HI GM,long time im not write a post.just wanna clarify about something..im at WEi there 50% cap like WeiXian,Puyang,Zhaoge etc..my Question is when i saw this city or other city EMPTY i send my troop then become my troop can be aegis,right?so i send them to siege empty city,then i never saw enemy attack but tat city become empty again...why this can happen?Maybe this is make my WEI become Party EXP for other in every hour...Hope u can investigate as soon as posible..
