Hi,

Could anybody explain to me the cool down for OD? Is the cool down for the whole country, or the individual who issued the order? And also, how long is the cool down? I feel as though there are times when I can never use OD, and I'm not sure if it's a bug or just on cool down for very long time. Any help would be appreciated. Thanks
