In world wu just have 15% city shu have 35% and wei have 70%

The current landscape in S63
Wu 70% (90% if they have their top 5 players on)
Shu 20% struggling like crazy unless the TOP player comes online
Wei 10% poor Wei only has about 2-3 good active players
