i think when merge need to rebalance , that ppl will need to re-register they id weather is wei shu or wu, and the important things is that wei shu wu have same amount of ppl that high level point as 1 , while top rank 60 in averange  minus 15 lvl or 20 lvl counted as 0.5or less

so the player are in queue to enter new server that have been merged.
while waiting they still can chat
the queue function is to balance the country that he will choose, such as shu(10) wei (4) wu(5) ended with shu(5) wei(0) wu(1) . at wu is one can be a 2 id with top 40 (2 server) avrg lvl -15*2 or an id with high lvl category.

this game become boring because there is no competition and the reason 1 country to over power. if this game bcome more ballance, there will be more people recharge

Most if not all the the servers are so unbalanced.  People quitting game or quitting server because most severs are dominated by shu.  Those that stay try to form alliances just to stay alive but usually fail.  Servers mergers don't work as most servers dominated by shu making server mergers pointless.  There needs to be more options for players struggling to survive.  Possibly creating in game alliances where two weaker countries can merge.   Capping number of players that can join a country when server opens.
