Closed log in S38 for new id

please closed S38 from new id player, cause so many new id in shu, wu and wei with low lvl..
we want a fair played, not played use new id or clone..

please consider this issue.

we want war with friendly not hurt some one with rude comment..

we rc for make our gen strongger and become cool not to make the other feet hearted..
