Trinket skills question

Hi guys, need some opinions and experiences from getting trinket skills. My question is - is the skill you get after all full slots of trinkets really random as is stated in the Trinket works guide ? Bcs in my case  I always (3 times) obtained only  Govern (skill block rate +12%). Have you ever get something different than Govern after get all slots on full ? And If I polish one slot from full, then get it full back, will it be the same or not? I need at least one lvl 5 units but do not want to spend gold for this.

it seems its Govern by default. You need to transform to get the better ones. At least that's what my experience has been in my server.
