Need to remove shadow from the game - for fair game

Deleted shadow is not a good solution. GM still need those high VIP to spend money. This is business. Maybe other choice is to make a limit amount of shadow in event time, only in  event. such as 1 player only allow to put 10 shadows during 10 minutes right after the city's attackers/city's defenders comes. And only 3 players allow to make shadow in the same time duration. If no limit in event, like city siege, when too much shadows release, it just make the weak players leave the event. Because no chance to win it. Then it become boring event.
May GM note this. Thanks.
