This what's planned for s18 merge more shu and wei in on us .how does this possibly help even out the ballance . Most servers wei and shu hold all the power not many in wu through lots of servers. Provide the weakest country with some kind of bonus could be exp or vouchers even 3 tiger suits to top 3 players in weakest country
Merge won't fix wu in many servers it's not a solution for no balance
