dear GM, I already made super slotted, lvl 4 scroll work, I had 3 additional stat... whwt mean "SKILL : AVAILABLE AFTER 3 FULL BAR'' ?

Dear Gm,

very hard to made 3 skill full on super slotted. how much gold / bowlder require for this?
if there some average number cost for this, some people will happy to spend.
