I have not notice this problem before. But I just tested it and find the reset time still goes even I log out for some time.

as you see when character going offline the vendor also offline it refresh time will be to next refr ...

sorry, I think I have a little confused about it, do you mean when the refresh time finished, if you are offline, the vendor will not refresh but step into next refresh round directly?

yes as i mentioned before first screen shot is 11am i bought stuffs then offline next online is 5  ...

I think maybe you can try to refresh the website when you meet this problem again. Because from my own experience, the vendor will refresh no matter online or offline.
