It is neither skill harm nor common attack harm. It means the collision harm based on which tactic you select from 'Attack, Assault and Defend'.

So to say Improve Tactics Resistance (Resist 'Attack, Assault and Defend') is the opposite of Improve Tactics collision harm (Improve 'Attack, Assault and Defend').

But why Improve Tactics Resistance only can up to only 30% but Improve Tactics collision harm to 38% ?

I mean when the tactic you choose is refrained by your enemy's (often another player), the horcrux will help to protect your hero.

No, they are different. Tactic equip increases skill harm rate.
