What is his skills? Why many top players use him?

He reduces an enemy generals skill by two rows. So if jwei faces zci, zci skill only hits two rows of troops. If jwei faces azjiao, azjiao skill only does dmg to one row. I believe it also forces the enemy gen to use the skill so there is no trying to save skill for general behind jwei.

No.Jiangwei is good as can miss attack
