This is by far the best idea done in the worst way ,this forces the strongest country to attack the second strongest and the weakest to attack second strongest , so strongest and weakest country gang up on the middle powered country making the number one power on map stronger how is this ever going to work .

This was made to help the weaker country but how can it help if it only makes the strong stronger
