Country Messaging

Just like battle OD's, I think there should be an option for message OD's since a lot of players either don't read chat or don't read the King's Notice. If we were able to have a message OD that pops up like battle OD except it's just a message, it would be extremely helpful for the players that don't pay attention in chat.
