Personal Server Contest is Coming! Veteran and Rising Star!

Dear players,
Big news! Here comes our brand new special Personal Server Contest. This time, all the servers will be divided into two sections: Seasoned Veteran and Rising Star. That’s to say, you will compete with players from near servers! Cannot wait for it? Let’s fight!

>Details of Personal Server Contest<
>> Event Time:
Registration Time:  Dec.15th 20:00 - Dec.17th 19:50 (GMT+8)
Contest Time: 20:00 - 21:30 Dec.17th
                         20:00 - 21:30 Dec.18th  
                         20:00 - 21:30 Dec.19th
>> Required Level: above Lv.88
>> Server:
Seasoned Veteran:  S1-S38
Rising Star:  S41-S67
Opponents will be selected and arranged automatically by system based on the points of participants.
Players who join the Personal Server Contest for the first time will be ranked from top to bottom based on the level of their characters. And then meet their opponents selected by system automatically.
Schedule:
Each player is allowed to participate in 5 matches everyday for 3 consecutive days which totals 15 matches.
>> How to join
Players could open the registration page by clicking the event icon in the main interface. Then click the ‘Registration’ button to sign up for the Contest.
>> Notes:
Players are allowed to sign up 48 hours earlier before the Contest and the registration entrance will be closed 10 minutes earlier before the match starts.
Players could check the points ranking by clicking the entrance of the contest after all five-day matches end.
When the countdown clock hits zero, players could click the ‘Contest’ icon to start the Contest.
Players could claim vouchers as rewards in the ranking interface after the Contest ends.
>> Rewards:
1)  Ranking points will be calculated based on the results of single contest and the number of vouchers will depend on both the results of the contest and voucher double.
2)  At the end of this contest, players could claim voucher as rewards in the interface of points ranking.  
3) After the Contest, players who rank top 3 of their countries in that server will be awarded with title of No.1/No.2/No.3 Warrior.

May I know what is the rationale for the cut off point as last server to be in "veteran " group is decided ??
What makes the decision for server 37 to be the youngest of the group ??

Please help to provide your reasons, what are the basis ??

I asking the official rationale. There are still a lot of players in S37 &S38, pardon me and do allow me to say not strong enough to declare as veterans.
However, there needs to be a cut off point. So, what is the basis ? Is it that all these servers have reached one year old, or is it both have equal numbers of countries and even distribute ?

I can stop playing this game since I don't bother what other remarks made.

Please let us know what is your definition of fairness ?

They probably have to divide all the servers into 2.
67 servers divided by 2 is 33.5 but remember the older servers are all merged servers as compared to the newer servers still waiting for merger.
