From my point of view to keep the server to be more attractive, Admin need to do some innovative merge. The main purpose of merging is to balance the power playing, for example:
S25 shu is strong should merge with S26 wei
S26 shu -  s26 wu
S25 wu and wei merge

I do believe in long run this method will bring more benefit to the player and the admin (people tend to reload more in order to gain some competitive advantage)
