try this with unused id or retired character
buy something or anything from vendor 1x
going offline and next login is around reset time
your vendor is not refreshed
does that mean vendor refreshed (if we online)

I have not notice this problem before. But I just tested it and find the reset time still goes even I log out for some time.

no i will prove to you that "offline" account ,vendor also doesn't refresh i will post another screenshot after reset daily
since last refreshed around 8pm if not wrong
