how the probability work for explore and wheel event

I would like to know how is the algorithm used for the system to set the prize in explore or wheel.
Im asking this because I have a feeling that the prize has already been set by a fixed amount of probability, not by the place where the prize is hidden.
For example in explore model, the probability to get good one is 1/16. But if GM makes this gameplay to fixed amount of probability, they can arrange the value to a less for a good prize and basically to a higher value for a mediocre or less good prize. So its not the same probability behind the sixteen boxes that is supposed to be.
I think its also happende to wheel event. The player was hoping the wheel to stop at the jackpot, but it was a false hope becoz the wheel didnt actually stop spinning at the actual place it supposed to stop, but to a prze that been set by some kind of a value.

Good question bro, i would like to share my experience. I have tried 200 time explore few days. What i get from them in total about, 7m food, 4m wood, 4m silvar, 250 advance refine, 7M ex, 2000-3000 vc. And the vc you get from bonus is 9900. So just an idea for you if those worth for 6k gold (200*30) you can try it. Lol
If you suppose to do some time better wait for egg event.

About my question is: were those prizes already placed behind the 16 squares when a player hit the explore button, or the prize was set by a randomly seed value such as silver by 20% chance, food or wood,
by 20% chance, advance order by 5% chance.voucher by 8% chance, etc.
Because if the game is really fair, all the prizes must have an exact chance to get. That is 6.25% chance. Its from 16 squares (1/16).
This is important because I wouldnt go to your casino if you roulette machine not fairly spinned or you can control what prize I can get.
