to balance the power of the nation , players should be allowed to switch any nations they wish except to the strongest nation. strength of the nation should be based on country lvl if being the same then based on current points and if they are stuck at same lvl n max points to be determioned by who reach max points first.

Eg , Rank 1 shu , rank 2 wu , rank 3 wei. players from all nations can switch to wu or wei but cannot switch to shu until wu or wei have overtake shu on country points.
