Is it worth swapping out resist mech or defend for tatics resistance?

Defend is useful if u are defender, but useless if u are attacker.
Also storm useful if u are attacker, useless if u are defender.
Likewise resist mech only usefull when fighting mech army.

Tactics resist might be usefull for all kinds of opponent, but only when enemy clash you with terrain tactics.

The last 4 horcrux are for all situation and 1st to rotate accordingly.
Inbetween are kinda useless.
