What is the impact in the game if migration function were to be made available?
Migration = changing country.

Of course, there should be a limit of migrating only once a year.

Actually, it is not what you guys think. Traitor or not, the other country yellow roof members has to accept the invitation before hand. Maybe once a year is too much. Just a 1 time migration and that's it.
It benefits both players and heyshell actually.  Heyshell can merge more servers into 1 single server if that server is flooded with only 1 country (thus balancing the game while costing down on the hardware maintenance) but 1 time migration has to take place first.
Players who are bored with their current administration can choose to experience the other party and fight their former admintrations in a fair manner. Of course, for those who are in yellow roof position, they will need to resign before they can apply the next country.
Many players know each other regardless whether they are the same country or opposing country. So those who want to stay in their current country, can continue to stay and those who wants new experience to fight in the same server from different perspective while maintaining the current strength and fruits of effort placed in the game over time, can definitely try to opt that as long as opposing country yellow roof accepts.
