I like the idea of capping countries, it makes it more fair on everyone ,and not so boring to play . Releasing new servers doesn't seem to work, all that happens is the same players leave their current servers and play on the new ones, which means a lot of dead accounts in other servers. And then you have the trouble of having to merge because their is a uneven number in one country. The mergers are are still not the answer you still get a huge amount in one team and two little teams, you're just back where you started, uneven. My question to GM is: when you look at merging servers do you look at how many dead accounts there are in the servers you intend to merge,  do you really look at how many are active players there are before you merge??...To be able to move to another country, maybe of fewer people with all your troops, and vip will be a great move...maybe you could look into this as well GM....just to pick up on stonemaniz suggestion..

Well the limited players will eliminate clone. For example, the capacity of each country is 50 players. When all countries full of 50 players GM will increase 15 more which is 65. Therefore even if clone still have to play with even numbers. Matter effect clone players will lose the advantage because will be too slow. But if GM wants to keep the old server survive then must delete all inactive players in with notice of 30 days. Then let player move one time to less country players. But I believe GM's system keep track of players each time log on. So GM already know which country is overpopulated.

I like the logic behind what you said , the ability to change country for 1 time using gold looks promising , especially since it is to move to a country with less people , not the ones overpopulated , but still with ppl using clones a lot lately , some weak countries have high number of useless players , I don't know how they can address that , but the idea itself looks promising

Create new server is not going to help your business for long run. The unbalance of server cause dead server after another you had created.  Many players lost interest , fun, and motivation because of the unfairness of this game. Merger is not going to solve this problem neither.  My suggest is you should allow players to move to other countries ( cost gold and limited one time only ). Base on the numbers of players in the country who is in great number of players allow to move to less players country only. Players who move will keep same account with same heros and lvl. I believe some players will move because they are bored of no competition.
If you don't like the suggestion above then you should create a new version of this game. For example, 7 Warring States ( before 3 kingdoms ). Each countries will have a capacity of players until all countries are full then increase the capacity. The reward of joining any country should be the same. None VIP players who is not active for 24 hours in one month account will be deleted. VIP 1 players who is not active for 24 hours in 3 months account will be deleted. VIP 2-5 players who did not log on for 6 months account will be deleted. VIP 6 and above who did not log on for one year account also will be deleted. I believe more countries will makes game more interesting of strategy. Please remember, create new server does not attract more players nor keep loyal customers but keep the fairness of the game will do. Long run game app will increase your network market price.

Hai athur, my suggestion is. Before u create new server kindly look first the previous server. Is it that server balance or not. If balance then u create new server., by doing that make we old plyr happy and not create another account and ply new game. For example server 26. Wei and wu been bullied by shu. And lot of new wei and wu player keep giving up since cannot match with shu. So i hope you can try balance all server first before u create new server. I hope i did not offense  you.
