Legion Created During Event

Hi GM,

I would like to Suggest about Legion thing. Currently, everyone with 10Gold can create Legion and usually SPY from other team create Legion while Event time. This will make the country suffer with loss of their low level players stuck in Legion. It is very frustrated to deal with it. Low level player didn't listen to Chat and couldn't learn how to play with this Legion thing and the country suffer defeat  due to loss of their players. SO, what I am suggesting is that if creating Legion needs certain level (Let's say only players reached level 87) can only create and Launch legion? Spy would not easily annoy the game if there is some hard working to launch the Legion. That way, the events will be more exciting and the game will be better. It is just my first suggestion and please kindly consider. Thanks.
