If you have changed something on your equip that affects init - most probably liegemen - it can be that init +20 from horcrux was taken from other thing that affects init. For example, if you have purple one star liegeman, it gives you less init than yellow five star liegeman.

i up strom horx to 20% from 18% but my ini is same why?

It does. Just the same amount as 6 x hidden skill (four stars equip), therefore it looks like it doesn´t change a thing.
