When does transport Queue start ?

Hey there,
I startet to play on S97 and shu recently reached level 4, unlocking their expeditionary army and their transportation queue/resources troups.

While I found the timer for the next expeditionary Troup attack, I have now idea when/why/how these transportation queue troups carry resources appear. Can someone help me?
