Recruit Hero in war

I saw the recruit button. does that mean that if we recruit it then the hero will be available for use to hire in our arsenal?

That "Recruit" button is to cast "Mandate" (same like official order) but cost 250 gold.

There are many words in this game that confused fellow players. For example, that "Civilian" tab. This is where you employ 2 of desired tactic on cities. Civilian means ordinary people, normal citizen. Those guys are not ordinary, they know how to empty city/deceive/trap/rockfall. That tab should be named as "Tactician" instead. And they all a forever level 1...
