1) How many times do you need to get a piece for the next upgrade?

2) I can unlock position 2 with 20k s-iron with a horcux total level lower than 40. So this requirement specified is really not relevant because you can unlock with s-iron. Is that how it works? If so why they even need to have the requirement?

It is not based on order.
If u fulfill 2 requirements then 2 position will be available

red and purple arms you need to have 3 same pieces to combine them. See your armscraft screen for more details.
