S18 shu and wei been locked in a power struggle for a long time. Both country's having good and bad times . It's true shu hold biggest advantage ,wu have lost many people while this power struggle rages on so have wei . Shu can be hard on us but that's the game when they have clear advantage they ease off and let us catch our breath ,sometimes even offer 50% exp to help the odd balance .
