Help i cant do quest my politics is gone

i tried to clear cookie doesnt work
delete app doesnt work
tried on pc still gone
tried on IOS still gone

i recharge already so i cant make a new one

PLEASE HELP ME WITH THIS I CANT LEVEL UP AND I NEED TO LEVEL UP FAST ITS NEW SERVER

You mean you get stuck during the process of new player instruction and the next step is to study the function of Politics?
You might try this: upgrade your resources in Main City. Wood, Farmland, Barrack... Any will work for you.
But since time is urgent in new server. Creating a new ID might also be a choice.
