I think you have a misunderstanding here. I have to figure out that the MAIN ACCOUNT keeps create more than 10 clones will be frozen, but the CLONES ACCOUNT will be banned immediately when it is found.

No, because you only need log in 1 acc after merge, there will be only one active account.

we will banned the clones immediately no matter how many, but we want to give chance to our player, so the main account will be frozen when he keeps creating clones more than 10.

Even clones that are "playing legit-ly" and not didnt made to auto off at cities will be banned?

yes, the player holds different accounts in the same server will be regard as clones.
