Suggestion to balancing servers

So I suddenly thought of a crazy idea.

Instead of just closing registration. New players can only select the weakest/weaker country the strongest country will not be allowed to join.

Yes, forcing players to play only the weakest/weaker country till the number of active players there are as many as the strongest or more.

E.g. Strongest country got more than 30 lvl90 players.
The force selection will ends once there's equal number of lvl90 above players on the weaker country.
This can first prevent ppl creating clones to stack numbers at the weaker country as they need to train it to lvl90 and above.
Once all 3 countries got equal amount of lvl90 above players, you can stop the registration.

How to know which country is stronger other than just active players?
- Gather data from Arena which country dominates the arena
- Check how many actual players play daily for a month.
- During events, 700 banners/medal of honor/etc.., check the sudden amount of players playing
- Also server tourney and personal tourney datas can be used for statistics
- Check number of kings/VIPS/highest instance gens in each country

Just my 2cents worth opinion.

Other than merging and merging there's no real solution to balance from you guys.
Force closing registration on a situation that cant be reversed doesn't help either.
Not clearing clones of all servers either.

Screenshots been made on multiple servers with many clones but nothing been done. They enjoy dominating with clones even when they got main account with VIP.
