GM is doing this to deter others from doing illegal RC with the fear of permanent suspension. People is still doing it because they charge so much for RC.

Everyone who does recharge, be it illegal RC, or legitimate means still use real $$. Just that you pay perhaps 70-80% of what GM is selling the gold at. Unless of course if you are the person who knows how to exploit and does the RC yourself then it is free.
