I dont understand why S7 and S9 Merged.

I read in this forum Wu S7 in being bullied, but they merge with Wu S9. ( Want to be more bullied ? )

Wei S9 really strong and I think Wei S10 need strong player. Why not merged S9 & S10

Wu & Shu S10 also have many players.
