Will not be fair to other players that spent hours on the game to lvl up and players that spent gold.

It would be, because rather than steamrolling, they are going to have a good game on their hands. This concept of strengthening the overwhelmed side is not new, introduced in many games to make it competitive. Trust me, even if we were to "strengthen" the weaker side or "weaken" the stronger side, it will not make a significant difference, just enough to make it competitive. Of course, it must be in a situation where it's truly overwhelming, like 150% more troops in the server compared to the other side.

I think there must be a compromise, because it's either high level players start to play with AI (and get bored because the whole map is theirs) or accept the fact that they have to be weakened when they have more people on their side. It's only fair, and that makes people not choose Shu all the time. Those that are higher level would be able to manage even with a 10-20% boost of strength from the other side but will be tougher rather than 1 army killing 8-10 armies easily.

best way is really to prevent people from signing up for a country or the defect function.
