Exchange country in server instead of merging

Dear GM,
I have suggestions to this game, instead of merging the server, why don't you exchange the country with other server, this will create a new experience for all players. Country with always lose can rise rise and win again with ally with new player from others.  So its not like forever ally. You can exchange it using top ten players initiative, which is nearest. It will create more fair game.
Just my suggestion. Tq
