Maybe admin or Gm can repair again all server for a better  are players, because u marger the server that is not good solution...
U can a have combine players only, at the high innit in 1 server, medium innit 1 server, n low 1 server.
Example :
S1 - S17 this is high innit players, 30 players for 1 country
S18 - S35 this is medium innit players, 40 players for 1 country
S36 - S52 this is low innit players, 50 players for 1 country
Maybe that is can be a make solution for up spirit any players for competition & not boring to playing the game.

By fighting higher init (assume they have high level also), lower level player gain more exp.

This game's basic design is:
The more u die, the faster u level up.

By this design, younger server can catch up to older server faster by fighting higher init/level player, merging them with stronger server and updating new features (...also by delaying higher server player's growth by surpressing their food).

While it is true you can exp faster by fighting stronger people the fact is you will run out of food regardless of your opponents strength. Unless gm give much much more food it is pointless and lower levels will never catch higher level without money.
