does that mean after get 1 completed suit fragments,we can't get any more fragments from crusade?

Can suits be used without 4star equip?
Later can combine/add when get proper 4star equip?

no , you need the exact equip the pictures are showing and they must be all 4 stars , otherwise you can make the scroll but not the suit , so don't buy any fragments with vouchers unless you already have the equip ready
