Window replacement questions

So my house is pretty old. I moved in 3 years ago. The windows are pretty old and not energy efficient. I was not planning on removing siding, but think I probably should so I can add a waterproofing membrane. I have not seen anything where this can be done properly on replacement windows that were installed from the inside. I am also under the notion that the house was not wrapped. Better to try and just add replacement windows and try and waterproof that way, or remove the siding and get new construction windows? Only on the lower half of the house and would be replacing 9 windows.
