As titled, how to do country alliance?

Sir, In it, two weaker countries should attack together the powerful one so as to gain related EXP,and if the powerful one defeat the weaker ones or the two weaker countries fight against with each other, their Exp will decrease.

U mean weak country gain more exp if they atk strong country.. Strong country gain litle bit exp if they atk weak country??

i attack strong country but still get same exp like before update

Dear GM Arthur.

I have some question :
1. How to define stonger and weaker country?
2. What related exp u mean? Its was written as country exp. Is it d same as country points??
3. Pls give us more detail on condition to be met to actived alliance.
